He is voiced by Tyler Alexander Mann.
Carl showed an interest in poetry but quickly got shut down by Monogram, who reminded him that they were spies. He seems irritated when Monogram insists on cooking a bagpipe after mistakenly using the word but still goes out to get him one at his request.
Carl is a young man with pale skin, freckles, and deep green eyes. He has short, curly red hair, and wears a pair of thick-framed yellow glasses and also wears a pair of thick-framed purple glasses. Carl wears a white shirt with three buttons and an upturned collar over a pair of brown pants with brown and white sneakers.
In "Agee Ientee Diogee", in the past, Carl wrongly reassures Monogram that Diogee is the agent they were expecting, claiming he looked different than his profile because his eyes were covered. He later decides that they looked like two completely different dogs.
In "The Ticking Clock", he gets new glasses that Major Monogram does not like.
In "Sick Day", he makes Agent P cookies.
In "The Dog Who Knew Too Much", him and Monogram argue about colors and whether or not he can go to Harry Hamsters with Perry.
His boss can often get things mixed up because of all the modern devices he can't figure out how to use, so Carl helps him with the camera and various other devices around OWCA.
“Um, why isn't agent G doing anything, sir? Ugh, I knew we sent him out too quickly. I should have given him one more briefing!”
